DEPOE BAY PANHANDLER

After numerous citizen complaints, on May 18, 2004 the Depoe Bay, Oregon City Council

considered an ordinance banning panhandling. On advice of the City Attorney the effort was abandoned due to a possibility that such an ordinance might abridge panhandlers' freedom of speech under Oregon's Constitution.
